On April 12, 2021, the Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food (Order 248 of GACC, hereinafter referred to as the Regulations) and the Measures of the People's Republic of China for the Administration of Import and Export Food Safety (Order 249 of GACC, hereinafter referred to as the Measures) were released and will be implemented on January 1, 2022. The related issues are now announced as follows:

Regarding the registration application of overseas manufacturers and enterprise information inquiry

(1) Log in to the registration system and query information about overseas manufacturers.

The access address of the registration and administration system for overseas manufacturers of imported food (hereinafter referred to as the "registration system") is: https://cifer.singlewindow.cn/, or through the China International Trade Single Window (https://www.singlewindow.cn/)) portal website - access to the registration and administration system for overseas manufacturers of imported food.

The registered overseas manufacturers of imported food can query their Chinese registration number, expiration date and other information on the official website of the GACC or the registration system.

(2) The registration application of overseas manufacturers.

Unless the related overseas competent authority and the GACC have otherwise agreed on the application method and application documents, the 18 categories of overseas manufacturers of imported food listed in Article 7 of the Regulations shall be allocated their registration system accounts by the competent authority of the country (region), submit applications through the registration system according to flow. The registration system account of the overseas competent authority shall be allocated by the GACC. The overseas manufacturers of imported food other than the 18 categories listed in Article 7 of the Regulations shall apply for their registration system accounts by themselves, and submit applications according to the registration system flow.

Regarding the inquiry about the product category and commodity number involved in the registration of overseas manufacturers

For the product category and corresponding commodity number (HS code) and inspection and quarantine name (inspection and quarantine code) involved in the registration of overseas manufacturers of imported food, please log in to the registration system to inquire. The inquiry method: Home menu-product category inquiry.

Regarding the Guidelines on Handling Registration of Overseas Manufacturers

Regarding the import application of overseas manufacturers of imported food

For foods shipped to China starting from January 1, 2022, when import application, the Chinese registration number of the enterprise shall be filled normatively in the "registration of overseas manufacturers of imported food" certificate column (license category code 519) under "product qualification" of the customs declaration form. For imported food that implements the 2020 version of the application project, "Overseas Manufacturers of Imported Food" in the "Other Enterprise Category" column under "Other Enterprise" shall be selected, and the Chinese registration number of the enterprise shall be filled in the "Number or Enterprise Name" column. The customs will not accept the application if failing to fill in normatively.

Regarding registration number marking and package labeling

The foods exported to China produced from January 1, 2022 shall be marked with Chinese registration number or the registration number approved by the competent authority of the country (region) on the inner and outer package.

The requirements for package and labeling of the Measures are applicable to the foods exported to China produced from January 1, 2022; the requirements for package and labeling of the foods exported to China produced before January 1, 2022 are applicable to the original Measures.

Regarding the validity period of the registration

For registered overseas manufacturers of imported food, their registration qualifications will continue to be valid. Registered enterprises shall handle renewal of registration in accordance with the related requirements of Article 20 of the Regulations during 6 to 3 months before the expiration of the registration validity period. If enterprises fail to apply for renewal of registration as required, the GACC will cancel the registration.

Regarding the cost

The GACC will not charge any fee for the registration of overseas manufacturers of imported food.
