In recent years, with the rapid development of breeding industry, China's feed and feed additives market demand continues to expand, while the demand for imported feed continues to rise. This article introduced the specific supervision requirements of Customs on imported feed and feed additives, for reference of relevant enterprises.

Feed and feed additives

Feed refers to products and raw materials grown, bred, processed or made for animal consumption. It includes live animals for feed, chilled and frozen animal products and aquatic products for feed (including feed), processed animal protein and oil and fat, pet food and chews, forage grass, silage, bran cake and residues, processed plant protein and plant meal, compound feed, additive premixed feed, etc.

Feed additives, refer to small amounts of or trace substances added in the process of feed processing, production and use, including nutritional feed additives, general feed additives and feed additives excluding pharmaceuticals.

Qualification requirements

Assess requirements

The General Administration of China Customs implements quarantine access system for feed and feed additives.

The categories of feed and feed additives allowed to be imported and the list of exporting countries or regions can be found in the enterprise information module or animal and plant quarantine requirements and warning information module of the website of the Department of Animal and Plant Quarantine of the General Administration of China Customs.

Registration

The General Administration of China Customs implements a registration system for the manufacturers of countries or regions that are allowed to export feed, and the imported feed should come from registered overseas manufacturers. The list of registered overseas processing enterprises can be found on the website of the Department of Animal and Plant Quarantine of the General Administration of China Customs.

Handling method: login "Internet + Customs" national integration online government service platform (http://online.customs.gov.cn/), click on the "Animal and Plant Quarantine" module, select "Registration of Entry Animal or Plant Products Production, Processing and Storage Units Abroad" to handle.

Quarantine and approval

Import of feed which needs to handle entry animal and plant quarantine permit, should handle entry animal and plant quarantine permit in accordance with relevant provisions.

According to the form requirements of the Risk Level and Inspection and Quarantine Supervision Method of Imported and Exported Feed and Feed Additives by the General Administration of China Customs, the risk level is listed as "I" and "II" feed and feed additives, which should apply for and obtain the "entry animal and plant quarantine permit" before signing the trade contract.

Handling method: login "Internet + Customs" national integration online government service platform (http://online.customs.gov.cn/), enter "Administrative Examination and Approval" module, select "Quarantine and Approval of Transit Animals, Entry Specific Animals and Plants and Their Products" to handle.

Inspection and supervision

The General Administration of China Customs implements quarantine supervision on the storage and processing sites after import of feed whose risk level is listed as "I" in the form of the Risk Level and Inspection and Quarantine Supervision Method of Imported and Exported Feed and Feed Additives.

At present, quarantine supervision is mainly implemented on the processing sites after import of feed products of "live animals for feed, chilled and frozen animal products for feed (including feed), raw pet food, feed grains, grass seeds for feed, wheat bran from TCK epidemic area".

Record management

The Customs implement record management on feed import enterprises. An import enterprise should make a record with the local customs before or at the time of the initial inspection.

Application requirements

Declaration requirements

The owner or his agent should declare the feed to the customs before or at the time of entry, and provide the certificate of place of origin, trade contract, bill of lading, invoice, etc., and the inspection and quarantine certificate of the exporting country or region according to the different requirements for the product.

Entry Requirements

First, in the "product qualification" column, select "325-Entry Animal and Plant Product Quarantine Permit" and "330-Agricultural GMO Safety Certificate" according to the declared products, and fill in the license number and other information.

Secondly, select "18- feed" in the "Use of Goods" column.

Thirdly, select "16-GM Product" or "17-Non-GM Product" according to whether the declared feed is genetically modified in the "Goods Attributes" column.

Special attention

If it is declared as a genetically modified product, it should obtain the "Agricultural GMO Safety Certificate", which will be compared and checked by the Customs.

Inspection and quarantine

The Customs will conduct inspection and quarantine of imported feed and feed additives in accordance with Chinese laws and regulations, national mandatory standards and relevant inspection and quarantine requirements, bilateral agreements, protocols, memorandums and the requirements specified in the Entry Plant and Animal Quarantine Permit.

On-site and laboratory inspection and quarantine

The Customs will check the cargo certificate, label and sensory inspection of the incoming feed and feed additives, take samples of the products from different types of overseas manufacturers in accordance with the corresponding inspection and quarantine supervision mode, issue the "Sampling Certificate", and send them to the laboratory for safety and health testing.

Pass the inspection and quarantine

If the goods fail to pass the inspection and quarantine, the Customs will issue a Notice on Inspection and Quarantine Treatment, and the owner or his agent should, under the supervision of the Customs, conduct the treatment of disinfestation, return or destruction, and the goods that pass the treatment should be allowed to enter China; where claims need to be made, the Customs should issue relevant certificates.

Other related requirements

First, for the import of feed in bulk, the import enterprises should pack them and add feed labels in the designated site by the Customs before entering China; for those directly transferred to the production and processing enterprises designated by the Customs for feed production, exempt from the label.

Secondly, where China has restrictions on the scope of feeding of imported animal-derived feeds, their package entering the market for sale should be indicated the scope of feeding.
