On March 8, 2022, the Ministry of Industry and Information Technology publicly solicited opinions on the Amended Document No. 1 (Draft for Comments) of the Requirements for Limiting Excessive Packaging of Commodities for Food and Cosmetics (GB 23350-2021). The deadline for comments is April 6, 2022. The amended document is mainly for limiting excessive packaging of moon cakes and zongzi. In order to facilitate related enterprises to understand the specific revisions, Antion has analyzed and interpreted the Draft for reference only.
According to GB 23350-2021, if any one of the interspace ratio of commodity, package layers and package cost does not meet requirements, the package of the commodity is judged to be excessive package. The amended document also revised the requirements for excessive package of moon cakes and zongzi from these three aspects, and at the same time, newly added mixed package requirements.
Reduced package layers for moon cakes and zongzi
According to the functional requirements of package design, combined with market research, the package layer for moon cakes and zongzi is adjusted from "no more than four layers" to "no more than three layers".
Required to control package cost
According to GB 23350-2021, production organizations should take measures to control the cost of all packages, except those that are in direct contact with the contents, not exceeding 20% of the product’s selling price. The amended document newly added that "the package of moon cakes and zongzi should not use precious materials such as precious metals and mahogany."
Added requirements for mixed packages of moon cakes and zongzi
The amended document newly added the section "4.4 Mixed Package Requirements", which requires that "moon cakes should not be mixed package with other commodities, and zongzi should not be mixed package with commodities that exceed their value."
Adjusted the interspace ratio
This revision added the necessary spatial coefficient for moon cakes and zongzi, and the interspace ratio of moon cakes and zongzi was limited. The necessary spatial coefficient for moon cakes and zongzi were revised to 7.0 and 5.0 respectively.
In addition, in order to curb the excessive package of moon cakes and zongzi as soon as possible, the proposed implementation date is August 1, 2022. Moon cakes and zongzi produced before the implementation date can be sold until the end of their shelf life. The moon cake package newly designed and produced in 2022 should strictly comply with the provisions on moon cake packages in the amended document and GB 23350-2021. In order to avoid new waste, enterprises should use the remaining mooncake inventory packages in 2021 before August 1, 2022.
It can be seen from the Draft that the China suggests that enterprises should respond to the national green and low-carbon development requirements, simplify commodity package, and improve product quality in terms of product quality and package creativity.
