On October 13, 2020, NHC released the 2020 National Food Safety Standard Project Plan (hereinafter to be referred as the Plan). According to the Plan, totally 46 national food safety standards are going to be made or revised in 2020, there are 12 standards for nutritional fortification substances and foods for special dietary uses, 2 standards for contaminants, 1 standard related to radioactive ingredient in food, 4 standards for food products, 14 standards for food additives, 3 standards related to production and operation specification, 7 standards related to physical and chemical testing methods and procedures, and 3 standards related to microbiological test methods and procedures.
The most concerned standards in the Plan are 1,3-Dioleoyl 2-Palmitoyl Triglyceride, lactoferrin and (6S)-5-methyltetrahydrofolic acid, glucosamine salt. 1,3-Dioleoyl 2-Palmitoyl Triglyceride, which is commonly known as OPO, specified in the current version standard GB 30604-2015 National Food Safety Standard Nutritional Fortification Substances in Foods 1,3-Dioleoyl 2-Palmitoyl Triglyceride that it is prepared through catalyzed interesterification with lipase used for food industry, obtained from edible vegetable oil and oleic acid. It can contain antioxidants for the purpose of preservation. The standard indicates that for OPO, the content of 2-palmitic acid in all palmitic acid should be ≥ 52%, the content of 1,3-Dioleoyl 2-Palmitoyl Triglyceride (calculated as C52 triglycerides) should be ≥ 40%. And according to the requirements of GB 14880-2012 National Food Safety Standard Standard for the Use of Nutritional Fortification Substances in Foods (hereinafter to be referred as GB 14880), OPO can be used in formulated milk powder (for children intended milk powder only, liquid converted by dilution factor), infant formula food, older infants and young children formula food and infant formula foods for special medical use. The usage amount for formulated milk powder (for children intended milk powder only) and older infants and young children formula is 24g/kg~96g/kg; and for infant formula and infant formula foods for special medical use is 32g/kg~96g/kg.
The current version standard GB 1903.17-2016 National Food Safety Standard Nutritional Fortification Substances in Foods Lactoferrin stipulates that nutritional fortification substances in foods lactoferrin is prep-ared from milk and dairy products through separation, sterilization, extraction, purification and drying. The total protein content should be ≥ 93.0%, the percentage of lactoferrin in the total protein content should be ≥ 95.0%, and the content of Iron should be ≤ 35mg/kg. GB 14880 indicates that lactoferrin can be used in modified milk, formulated milk powder, flavored fermented milk and milk beverages, the usage amount should be ≤ 1.0g/kg; it can also be used in infant and young children formula food, and the usage amount should be ≤ 1.0g/L (In the ready-to-eat state, the powdered product will increase the usage amount according to the preparation times).
In addition, (6S)-5-methyltetrahydrofolic acid, glucosamine salt, which is commonly known as 4th generation folic acid, was approved as nutritional fortification substance in 2017, it can be used for solid beverage and the usage amount is 600μg/kg~6000μg/kg (calculated as folic acid).
The project undertaker will log in to the National Standards for Food Safety Management Information System (http://bz.cfsa.net.cn), fill in and print out the Service Contracts of 2020 National Food Safety Standards Project Plan, the above contracts can be submitted to office of the secretariat of the evaluation committee before October 20, 2020.
