On February 24, the 16th session of the Standing Committee of the 13th National People's Congress (NPC) deliberated and passed the Decision of the Standing Committee of the National People's Congress to Comprehensively Prohibit the Illegal Trade of Wild Animals, Break the Bad Habit of Excessive Consumption of Wild Animals, and Effectively Secure the Life and Health of the People (hereinafter referred to as the Decision).

According to the Decision, the consumption of "terrestrial wild animals of important ecological, scientific, and social value" and other terrestrial wild animals protected by the state, including terrestrial wild animals bred and raised in captivity, shall be comprehensively prohibited.

In 2014, the Ministry of Agriculture (MOA) revised the List of National Animal and Poultry Genetic Resources Conservation and issued Announcement No. 2061. At present, the MOA is accelerating the development of the catalogue of animal and poultry genetic resources in accordance with the new requirements of the Decision.

The State Administration for Market Regulation indicated that according to the Decision released by the standing committee of the NPC, all terrestrial wild animals, which are not included in the list of animal and poultry genetic resources, and including paguma larvata, will be banned from consumption, regardless of whether they are under special protection.
