From January to November 2019, China imported a total of 320,300 tons of infant formula milk powder, an increase of 9.1% year on year, with imports of 4.831 billion U.S. dollars, an increase of 11.7% year on year. 

By December 2019, SAMR has approved 1,281 infant formula registration applications from 168 companies. In 2019, a total of 86 infant formula registered applications were approved, which including 62 domestically produced infant formulas, involving 11 domestic production enterprises, 24 foreign infant formulas, involving 4 abroad production enterprises, 1 Danish enterprise, and 3 Dutch enterprises. As can be seen from the number, the approvals of registered infant formula milk powder had been decreasing year by year.

Relevant Regulations and Standards issued in 2019 

In 2019, the state council's food regulatory agency issued 54 regulations on infant formula. Antion has sort out nine important food regulations, as shown in the figure below:

l  2019-01-31

SAMR released the 2019 Food Safety Supervision and Sampling Inspection Plan, which carries out monthly sampling inspection on all products of domestic and imported infant formula milk powder manufacturers that have been registered and are on sale.

The   National Development and Reform Commission released the Action Plan for Promoting Domestic Infant Formula Milk Powder. It will further strengthen standards scientific and technological innovation, law enforcement supervision and market development, and comprehensively improve the quality, competitiveness and reputation of domestic infant   formula milk powder.

SAMR released the Reply on the Formulation and Labelling Replacement of Infant Formula after Formulation Registration Changing. After the product formula (including label) is changed and approved for registration, the applicant shall complete the product formula and labelling replacement within 3 months from the date of approval.

The Food Safety Commission of the State Council released the 2019 Work Plan for Food Safety, which emphasizes the implementation of the campaign to promote domestic infant formula milk powder, encourages dairy producers to build self-controlled milk source bases, and improves the quality, competitiveness and reputation of infant formula milk powder.

SAMR   released a notice on publicly soliciting the opinions on the Administrative Measures on Product Formula Registration of Infant Formula Milk Powder. Under the condition that the variety of raw materials, the order of the ingredients list, and the nutrition information are unchanged, the amount of food ingredients and food additives used in actual production allows reasonable fluctuations or adjustments within a certain range, and there is no need to apply for changes.

The State Council released Regulations on the Implementation of the Food Safety Law of the People's Republic of China, infant formulas food shall be the focus of supervision and inspection, and special foods shall not be sold with common foods or drugs.

GACC released the List of Overseas Manufacturers of Imported Infant Formula and Dairy Products that are Permitted to Continue Registration.

The GACC released the Announcement on the Inspection and Quarantine Requirements for the Import of Dairy Products from the Kyrgyz Republic. From December 30, 2019, Kyrgyz dairy products that meet the relevant requirements are allowed to be imported.

l  2019-12-31

The NHC issued the National Food Safety Standard GMP for Powdered Infant Formula (Draft for Comments). Adding basic requirements for all kinds of sterilization equipment in the production process, emphasized the technical requirements of HACCP for food safety control in the production process.
